Prohibits the Greater Greenville Sanitation District from providing refuse, garbage, or trash collection services outside its geographic boundaries after June 30, 2026, except to municipalities and political subdivisions it was serving under intergovernmental agreements as of January 1, 2025

Allows the commission to develop approximately 50 acres of a 152-acre site along Highway 124 near the Saluda River, but prohibits operating any portion as a landfill and restricts expansion of any waste transfer station to the undeveloped portion

Limits waste transfer station operations to waste collected within the district boundaries and from municipalities/political subdivisions grandfathered under existing agreements

Increases the threshold for annexation petitions from a majority of freeholders to 66% of freeholders requesting inclusion in the district

Contains a severability clause and takes effect upon Governor's approval
