Increases penalties for DUI offenses by allowing courts to impose both fines and incarceration simultaneously, and requires convicted persons to attend DUI victim impact panels operated by nonprofit organizations (maximum $75 enrollment fee)

Creates new offense of "felony DUI second degree" for causing moderate bodily injury or property damage over $25,000 while intoxicated, punishable by $3,000-$6,000 fine and 60 days to 10 years imprisonment

Extends driver's license suspension periods for test refusal from 6 months to 1 year for first offense, and increases subsequent offense suspensions (up to 4 years for fourth offense refusal)

Creates new felony reckless driving offense for causing great bodily injury (up to 5 years imprisonment and $2,500 fine) and reckless driving resulting in moderate bodily injury (up to 3 years and $1,000 fine)

Allows courts to order defendants convicted of felony DUI causing death or disability of a parent/guardian to pay child support restitution for minor children until age 18-19
