Replaces the term "temporary driver's permit" with "temporary driving certificate" and authorizes the DMV to issue temporary identification certificates to applicants while their eligibility for a permanent ID card is being verified

Creates a new expedited service option allowing the DMV to fast-track production and mailing of beginner's permits, driver's licenses, and identification cards for an additional $90 fee

Requires the DMV to conduct a quadrennial (every four years) review of the expedited service fee to ensure it covers costs without being excessive, with findings reported to the General Assembly

Extends eligibility for identification cards to non-citizens authorized to live, work, or study in the U.S., with expiration tied to their authorized period of stay or employment authorization (maximum 8 years)

Section regarding non-citizen identification provisions takes effect December 3, 2025; remaining sections take effect upon Governor's approval
