Removes the requirement that county public library chief librarians meet certification requirements set by the State Library Board

Prohibits county library boards from requiring or expressing a preference that chief librarians, library directors, or library employees be certified by the American Library Association

Prohibits county library boards from requiring or preferring that library staff hold a master's degree from an American Library Association-accredited program

Amends Section 4-9-36 of the South Carolina Code relating to duties of county public library boards of trustees
