Requires the South Carolina Department of Social Services to apply for a federal waiver from USDA Food and Nutrition Service to prohibit purchasing candy and soft drinks with SNAP benefits

Defines "candy" as sugar-based preparations in bars, drops, or pieces not requiring refrigeration, and "soft drinks" as carbonated beverages sweetened with sugar or artificial sweeteners (excluding milk-based drinks or beverages with over 50% fruit/vegetable juice)

Mandates implementation within six months if the waiver is approved; if denied, the department must resubmit within three months and continue annual resubmissions until approved

Requires the department to submit annual reports to the General Assembly by November 1st on waiver status, SNAP spending trends, implementation challenges, and policy recommendations

Takes effect upon Governor's approval
