Creates a restricted volunteer license for out-of-state optometrists to provide free care to uninsured patients at approved clinics, valid for two years with renewal options

Requires optometrists to maintain at least $1 million in malpractice insurance and be held to the same standard of care as physicians and surgeons

Repeals Section 40-37-300 regarding establishing pharmacies or selling pharmaceutical agents and dispensing contact lenses, and adds liability protections for volunteer optometrists providing free healthcare services
