Staff Sergeant Wilburn completed three deployments to Iraq, graduated from US Army Ranger and Airborne schools, and completed 37 static-line parachute jumps while assigned to the 820th Security Forces Group at Moody Air Force Base

Requires the Department of Transportation to erect appropriate signs or markers at the intersection containing the memorial designation
