Creates a new state offense of mail theft under Section 16-13-190 of the South Carolina Code

Defines mail theft as knowingly taking, destroying, hiding, or embezzling mail; obtaining mail by fraud; possessing stolen mail; or possessing unauthorized postal service keys

Establishes felony penalties of up to $10,000 fine and/or 10 years imprisonment for mail theft with intent to defraud

Provides reduced penalties for first-time offenders acting without intent to defraud: misdemeanor with up to $5,000 fine and/or 3 years imprisonment; second offense becomes a felony

Requires courts to order restitution to victims in addition to other penalties
