Authorizes local governing authorities to establish transfer of development rights (TDR) programs by ordinance, allowing development rights to be voluntarily moved from one parcel ("sending property") to another ("receiving property")

Requires ordinances to designate sending and receiving zones on zoning maps and assess impacts on existing residents, including property value changes, with that information made publicly available

Permits municipalities, counties, and private individuals to purchase and hold development rights for conservation purposes or resale, while prohibiting the sale of fractional interests in development rights

Allows two or more local governments to enter intergovernmental agreements for transferring development rights across jurisdictions

Mandates that restrictions on sending properties bind current landowners and all successors in interest, and requires verification that development rights have not been previously relinquished through conservation easements
