Establishes the "South Carolina High School League Oversight and Accountability Act," effective June 30, 2027, prohibiting public schools and charter schools from affiliating with any interscholastic athletic association unless it meets specific governance and accountability requirements.

Restructures the governing body to include members appointed by legislative leaders, the Governor, the State Superintendent, and representatives from athletic coaches and officials associations, with terms limited to two years.

Requires the athletic association to submit annual budgets to the General Assembly, undergo Legislative Audit Council audits, file ethics disclosures, and limits commissioner contracts to three years with no automatic rollovers.

Allows private school students to participate in public school athletics if their school doesn't offer the sport, they reside in the attendance zone, pay required fees, and meet eligibility requirements; also guarantees home school athletic teams access to preseason and regular season competitions.

Permits one-time athletic transfers for middle school students after 7th grade and high school students after 9th grade, and creates a seven-member appellate panel appointed by congressional delegations to hear appeals of association decisions.
