Honors Geno Middleton, who co-founded Edisto Island Youth Recreation (EIYR) in 2015, a nonprofit providing free sports and recreation programs to local youth

EIYR offers coaching in basketball, baseball, football, cheerleading, gymnastics, and track, and covers costs for equipment, uniforms, transportation, and league fees

Recognizes that Edisto Island is approximately 20 miles from the nearest recreation area and historically lacked adequate youth recreation facilities

Requires the Department of Transportation to erect appropriate markers or signs with the honorary name
