Extends license validity from one year to two years and adds new permit types including temporary retail permits (valid up to 90 days) and display magazine permits for pyrotechnic operators

Authorizes administrative penalties up to $500 for first violations, $1,000 for second violations within five years, and $2,500 maximum per day, with citations appealable to the board within 15 days

Requires $1 million minimum liability insurance coverage for retail fireworks sales and mandates written reporting of any unauthorized fire or explosion incidents within 24 hours

Grants law enforcement and authorized board agents authority to seize illegal fireworks upon probable cause determination, with seized fireworks destroyed after 30 days if no court action is filed contesting the seizure
