Increases first offense penalties for fire violations under Chapter 35, Title 48 from a maximum $200 fine and 30 days imprisonment to a minimum $1,000 fine, maximum $5,000 fine, and up to one year imprisonment

Increases second/subsequent offense penalties from a minimum $500 fine and up to 60 days imprisonment to a minimum $2,000 fine, maximum $25,000 fine, and up to three years imprisonment

Defines "subsequent offense" as any offense committed within ten years of a previous offense

Repeals Section 48-35-55, which contained fire regulation exemptions
