Amends Section 56-19-480(E) of the South Carolina Code regarding certificates of title for salvage, salvage flood, or salvage fire vehicles that have been rebuilt

Requires rebuilt salvage vehicles to be equipped with operational safety features including air bags, three-point restraint systems, and gas tank fuel-spill prevention devices before a certificate of title can be issued

Maintains existing requirements that applications must detail the vehicle's identity, source and cost of parts used, and extent of repairs performed

Certificates of title for previously salvaged vehicles must continue to be annotated as "salvage rebuilt," "salvage flood rebuilt," or "salvage fire rebuilt" as appropriate

Takes effect upon approval by the Governor
