Invalidates all previously issued development, construction, or occupancy permits if a local zoning authority determines that a property's current or intended use is not permitted under applicable zoning classifications

Requires all ongoing development or construction activity to cease immediately upon such a zoning determination

Allows construction to resume only if the property is brought into zoning compliance (including obtaining required rezoning or variances) or a court authorizes work to proceed pending final resolution

Applies permit suspension and construction stoppage upon any advisory or binding zoning determination, including reversals by boards of zoning appeals, throughout administrative or judicial appeals unless a court orders otherwise
