Expands concussion protocol requirements from South Carolina High School League-sanctioned events to all South Carolina schools

Mandates online concussion recognition and management training (such as CDC's HEADS UP program) for coaches, athletic directors, athletic staff, parent volunteers, parents, and athletes, with certificates valid for three years

Requires student athletes suspected of having a concussion to be removed from play for at least 24 hours and follow "return to learn" guidelines with academic accommodations before returning to full class schedules

Establishes graduated "return to play progression" requirements following CDC recommendations before athletes can return to competition or practice

Imposes record-keeping requirements on schools: three years for training completion records and five years for compliance with return-to-play requirements
