Prohibits school districts from adopting grading systems that require teachers to assign minimum grades or scores higher than a student's actual performance

Imposes a penalty of withholding 10% of a school district's State Aid to Classroom funding if found in violation

Preserves teachers' ability to allow revision of student work and use of credit recovery courses that comply with the state's Uniform Grading Policy

Adds new Section 59-29-250 to the South Carolina Code of Laws
