Allows the South Carolina Board of Dentistry to waive educational completion requirements for restricted instructor's licenses if applicants hold full-time faculty appointments at assistant professor rank or higher at a CODA-accredited dental school in the state.

Creates a new restricted faculty license for veterinary medicine, allowing faculty at AVMA-accredited veterinary schools in South Carolina to practice while performing official duties, limited to clinical, hospital, or field service units at their employing institution.

Requires veterinary faculty license applicants to either hold a license in another U.S. state/territory, or be a graduate of an AVMA-accredited veterinary school or hold equivalent credentials.

Both dental and veterinary restricted faculty licenses automatically terminate when the holder ceases faculty employment at the qualifying institution.

Takes effect upon Governor's approval.
