Honors Floyd's 62-year legal career and achievements including founding three banking institutions, serving as chairman of the South Carolina Higher Education Commission, and serving as a board trustee for Winthrop University and Coastal Carolina University

Recognizes Floyd's military service as a captain in the U.S. Air Force Judge Advocate General Corps stationed in Ankara, Turkey, following his cum laude graduation from the University of South Carolina

Notes his receipt of the Order of the Palmetto in 2005 from Governor Mark Sanford, South Carolina's highest civilian honor, and the 2022 John S. Rainey Philanthropy Award from Brookgreen Gardens
