Establishes the South Carolina Farm Export Trade Relief Fund with an initial appropriation of $10 million to provide grants and low-interest loans to farmers negatively impacted by federal tariffs, international trade disruptions, or export bans

Eligible farmers must demonstrate a significant portion of income derived from exports and documented reduction in international market access, pricing, or demand due to federal action

Requires the Department of Agriculture to partner with regional trade offices and federal agencies to expand international markets, promote value-added agricultural products, and host international trade delegations

Directs the Department of Agriculture, Department of Insurance, and Clemson University Cooperative Extension to develop state-supported crop insurance enhancements, including premium subsidies for export-reliant crops and supplemental coverage for price loss due to trade policy shifts

Mandates annual reports to the General Assembly on fund disbursements, loan repayments, international market development progress, and trade resilience recommendations
