Requires local governments to complete a Community Impact Assessment before approving zoning changes, residential/mixed-use developments over 10 units or 10,000 square feet, public land sales for private development, or housing policy changes affecting affordability

Assessments must evaluate effects on "impact populations" including low-to-moderate income residents, renters in rapidly developing areas, seniors and disabled individuals on fixed incomes, and long-term residents of historically underserved communities

Community Impact Assessments must analyze potential changes to affordable housing access, residential displacement risk, infrastructure burden, and access to jobs, transportation, education, and essential services

Local governments must publish assessments online, include them in public meeting materials, present them at public hearings, notify affected residents, and document how public feedback influenced final decisions

South Carolina Department of Commerce, Municipal Association of South Carolina, and SC Association of Counties must develop model templates, provide technical assistance, and collect voluntary reports on implementation outcomes
