Amends Section 54-7-670(F) of the South Carolina Code to allow hobby license holders to recover objects from submerged archaeological, historic, and paleontological property using magnets in addition to by hand

Permits collection of artifactual items and fossil specimens that are exposed or resting on bottom sediments without requiring excavation

Maintains prohibition on powered mechanical dredging and lifting devices, including prop wash, air lift, water dredge, and pneumatically-operated lift bags

Takes effect upon approval by the Governor
