Expresses the South Carolina House of Representatives' profound sorrow upon the death of Louis Weldon Hammond of Columbia, who passed away on April 11, 2025, at age 86

Honors Hammond's military service in the U.S. Army, where he attained the rank of Staff Sergeant E-6 and was honorably discharged

Recognizes his 37-year career with the U.S. Department of Veterans Affairs, including roles as adjudication officer and service center manager, and his establishment of the Black History Month program at the SC Department of Veterans' Affairs

Acknowledges his community leadership as a founding member of Blacks United for Action, member of 100 Black Men, and recipient of the Order of the Silver Crescent, South Carolina's most prestigious service award

Directs that a copy of the resolution be presented to his surviving family, including his wife Loretta of over 60 years, two children, and three grandchildren
