Limits each member of the South Carolina General Assembly to introducing up to five bills per regular legislative session, with guaranteed calendar placement and public committee hearings for those bills

Creates a House Bipartisan Legislative Review Committee (10 members, 5 appointed by Majority Leader, 5 by Minority Leader) with the Speaker Pro Tempore as chair to approve additional bills beyond the five-bill limit

Creates a Senate Bipartisan Legislative Review Committee with identical structure, chaired by the President of the Senate

Requires both review committees to meet publicly at least once monthly during session and publish records of their decisions and justifications

Takes effect upon Governor's approval and first applies to the 2026 regular legislative session
