Defines "male" and "female" based on reproductive biology and "sex" as biological sex observed or clinically verified at birth

Prohibits individuals from entering restrooms, changing rooms, or sleeping quarters designated for the opposite sex, with exceptions for custodial services, medical assistance, law enforcement, and emergencies

Requires public colleges offering student housing to provide students the option to be housed only with persons of the same sex

Creates a private cause of action allowing individuals to sue covered entities for declaratory and injunctive relief, nominal damages, and attorney's fees if they encounter someone of the opposite sex in a designated facility or are required to share sleeping quarters with someone of the opposite sex
