Requires county boards of voter registration and elections to provide free electronic copies of election records to qualified electors, including cast vote records, poll lists, logic and accuracy testing reports, chain of custody documents, and citizenship verification records

Establishes the right of every South Carolina citizen to observe the entire election process, including equipment testing, absentee/early/election day voting operations, ballot counting and tabulation, and post-election audits, while staying at least five feet from voters

Mandates detailed chain of custody documentation for all voting system components, equipment, ballots, flash drives, and related materials throughout the 24-month retention period, including location, date/time, seal numbers, and names of all persons who interact with materials

Requires post-election hand-count audits of at least 10% of precincts for all statewide primaries and general elections, covering at least three contested races with priority given to narrow-margin contests

Triggers a mandatory hand recount, forensic audit by the Inspector General, and full county-wide hand recount of all races if discrepancies between audit results and tabulated counts equal or exceed 0.002%
