Prohibits amending, modifying, correcting, or otherwise changing an individual's gender as listed on their original birth certificate in South Carolina

Allows a clerical error regarding a newborn's gender to be corrected within 30 days after issuance of the birth certificate

Creates a process for individuals born with intersex traits to file a court petition establishing a record of a valid medical condition present at birth

Expands the definition of "child abuse or neglect" to include consenting to a child undergoing gender transition procedures in another state that would be prohibited under South Carolina law (Section 44-42-320)

Removes references to "gender changes" from delayed birth certificate provisions and prohibits family courts from hearing actions to change gender on original birth certificates
