Requires the Budget Committee to divide any certified budget surplus equally among all 170 members of the General Assembly (124 House representatives and 46 senators)

Limits each member's allocation of their district's surplus funds to three essential governmental functions: infrastructure, public safety, or K-12 education

Mandates the Ways and Means Committee to establish guidelines for permissible fund uses to ensure accountability and compliance with state law

Requires each General Assembly member to submit an annual public report detailing their district's fund allocation, subject to review by the Legislative Audit Council
