Requires surety bonds of at least $15,000 for residential builders and bonds for residential trade contractors and trade registrants when undertaking costs exceed $500, with claims processed through the commission after complying with the Notice and Opportunity to Cure Construction Dwelling Defects Act

Renames "residential specialty contractors" to "residential trade contractors" (licensed, tested categories including plumbers, electricians, HVAC, solar panel installers, foundation specialists, pool installers) and creates new "residential trade registrant" category (registered, non-tested trades including roofers, painters, carpenters, drywall installers, masons)

Changes license and registration renewals from annual to biennial and establishes a tiered residential builder licensing system with three levels: Licensed Residential Builder (base), Accredited Residential Builder (8 hours continuing education), and Certified Master Builder (24 hours continuing education)

Expands commission membership from requiring four residential builders to five, requires criminal background reports covering the last 10 years for new applicants, and increases penalties for second offenses to up to $1,000

Requires home inspectors exempt from licensure under other professional licenses to register with the commission and pay fees, while remaining subject to disciplinary action for violations of home inspection provisions
