Requires voter registration in South Carolina to include political party affiliation selection

Mandates all primary elections in the state be closed primaries, allowing only registered party members to vote in their respective party's primary (Republicans vote only in Republican primaries, Democrats only in Democratic primaries, etc.)

Permits voters to change their party affiliation once per year, but changes must be submitted at least 60 days before a primary to be effective for that election

Directs the State Election Commission to develop and implement procedures for maintaining accurate records of party affiliations and affiliation changes

Takes effect upon approval by the Governor
