Creates the new felony offense of "sexual grooming of a minor" in South Carolina law (Section 16-15-420)

Defines the offense as an adult (18+) engaging in a pattern of conduct or communication with a minor that includes explicit verbal descriptions of sexual activity or representations of sexually explicit nudity that is harmful to minors

Establishes penalties of up to $5,000 in fines and/or up to 5 years imprisonment upon conviction

Specifies that mistake of age is not a valid defense against prosecution

Takes effect upon approval by the Governor
