Requires all nursing homes, skilled nursing care facilities, assisted living centers, and community residential care facilities licensed in South Carolina to install video cameras at every entrance, exit, and common area for continuous monitoring

Defines "common area" as shared spaces including dining areas, recreational areas, meeting areas, and hallways

Directs the Department of Public Health to establish a system through regulations for maintaining recorded images from the video monitoring

Takes effect upon approval by the Governor
