Authorizes full legislative procedures for H. 4262 including introduction, concurrence, nonconcurrence, appointment of conferees, and conference reports

Permits receipt, consideration, and disposition of any gubernatorial vetoes related to H. 4262 if applicable

Functions as a procedural exception to the standard legislative calendar restrictions established by the 2025 Sine Die Resolution
