Allows the South Carolina General Assembly to introduce and consider bills relating to the protection of human rights of preborn people after May 8, 2025, beyond the normal legislative cutoff established by the Sine Die Resolution

Permits full legislative action on these bills including concurrence, nonconcurrence, appointment of conferees, and consideration of conference reports

Authorizes receipt, consideration, and disposition of any gubernatorial vetoes related to these bills if applicable

Functions as a procedural exception to the standard end-of-session limitations for the 2025 legislative session
