Requires all local referendums on bond issuances, general obligation debt, tax millage rates, or other taxes and fees to be held only during statewide general elections in November of even-numbered years

Applies to all political subdivisions including school districts seeking voter approval for fiscal measures

Supersedes any conflicting state or local laws regarding referendum timing

Amends the definition of "general election" for local sales and use tax referendums to specify even-numbered years only

Takes effect January 1, 2027
