Directs the South Carolina House Judiciary Committee to conduct an immediate inquiry into whether Fifth Circuit Solicitor Byron Gipson should be impeached under Article XV, Section 1 of the state constitution

Alleges serious misconduct including dereliction of duty and breach of public trust related to the disposition of an inmate's sentence

Specific allegations include reducing an inmate's sentence by 16 or more years, failing to properly notify the crime victim's family members, and keeping the sentencing order from public inspection

Requires the committee to find "clear and convincing evidence" of sufficient grounds before reporting articles of impeachment to the full House of Representatives

Addresses alleged mishandling of this case and other criminal dispositions by the solicitor
