Expands the list of officials subject to indictment for neglect of duty to include mayors, county council members, town council members, and city council members (previously only clerks of court, sheriffs, judges of probate, and registers of deeds)

Adds "negligent or irresponsible financial decisions" as a specific type of neglect of duty that can trigger indictment proceedings

Requires the Governor to suspend any delinquent officer within 14 days after indictment

Allows circuit solicitors to report officials who willfully fail or neglect to discharge their legally required duties, prompting the court to order a bill of indictment
