Establishes the I-95 Corridor Authority as a state agency to carry out economic development, health, and educational improvement activities in 17 designated South Carolina counties along the I-95 corridor

Designates member counties as Allendale, Bamberg, Barnwell, Calhoun, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Hampton, Jasper, Lee, Marion, Marlboro, Orangeburg, Sumter, and Williamsburg

Creates a 15-member board of directors with 5 members appointed by state senators, 5 by representatives, and 5 by the Governor (including the chairperson), with members serving three-year terms limited to two terms

Authorizes the authority to receive state appropriations, solicit private and public donations, and accept federal funds, with all funds held in a separate "I-95 Corridor Authority Fund" managed by the State Treasurer

Requires annual audits by the State Auditor or approved independent accounting firm and annual reports to the General Assembly on progress and operations
