Requires every county in South Carolina to designate at least one location providing same-day behavioral health crisis assessment for veterans without referral, appointment, or insurance verification, operating 8 a.m. to 8 p.m. daily and accepting Medicaid

Establishes Mobile Veteran Crisis Response Teams staffed by licensed clinicians and veteran peer specialists, with a target response time of 90 minutes or less

Prioritizes mobile crisis team deployment to rural counties and areas with high suicide risk among veterans

Directs the Department of Mental Health and Department of Veterans' Affairs to coordinate implementation of the mobile crisis teams

Mandates recurring appropriations from the General Assembly to fund the crisis response infrastructure
