Designates the "I Love You" (ILY) hand gesture as the official American Sign Language symbol of South Carolina, defined as thumb, index finger, and pinky extended with middle and ring fingers folded down

Requires the symbol to be recognized in all official contexts related to state emblems and permits incorporation into state branding, educational curriculum, and public awareness campaigns

References existing ILY gesture sculptures created by sculptor Bob Doster in Spartanburg and Columbia in collaboration with students from the South Carolina School for the Deaf and the Blind

Takes effect upon Governor's approval with full implementation required by July 1, 2027
