Directs the South Carolina Arts Commission and State Historic Preservation Office to recognize existing ILY sculptures by artist Bob Doster and encourage new public art installations featuring the gesture

Requires the Governor's Office to establish an annual ASL recognition event and ensure state agencies have ASL-accessible resources

Directs the Department of Transportation to consider adding educational signage at landmarks and welcome centers recognizing the ILY gesture; takes effect upon Governor's approval with full implementation by July 1, 2027
