Prohibits credit card payment processors from charging swipe fees (transaction fees) on the sales tax portion of retail transactions in South Carolina

Requires point-of-sale systems to automatically exclude sales tax amounts from fee calculations

Defines "credit card payment processor" as companies that facilitate electronic transactions enabling businesses to accept credit card payments

Grants the Department of Consumer Affairs authority to create regulations implementing the law, with consultation from the Department of Revenue as needed

Takes effect upon approval by the Governor
