Prohibits any entity that hires or employs individuals in the United States on H-1B visas or Optional Practical Training (OPT) visas from receiving state economic development incentives

Defines state economic development incentives broadly to include job/employee tax credits, general business tax credits, infrastructure credits, property rehabilitation and housing credits, conservation credits, energy conservation and alternative energy credits, sales tax exemptions, property tax exemptions, and fee in lieu of property tax agreements

Adds new Section 11-1-130 to Chapter 1, Title 11 of the South Carolina Code of Laws

Takes effect on July 1, 2027
