Prohibits the intentional release of chemicals, compounds, or substances into the atmosphere within South Carolina for the purpose of affecting temperature, weather, storm intensity, or dimming sunlight (targeting geoengineering and stratospheric aerosol injection activities)

Establishes felony penalties of up to 10 years imprisonment and fines of at least $500,000 per day for intentional violations of the atmospheric discharge prohibition

Exempts cloud seeding conducted under publicly approved contracts from the prohibition

Authorizes private citizens to sue the federal government, airports, pilots, chemical vendors, and aviation companies that facilitate stratospheric aerosol injection (SAI) activities, with nominal damages of $2,500-$5,000 plus attorney's fees available without proving actual harm

Imposes escalating criminal penalties for aviation personnel involved in SAI activities: misdemeanor (up to 3 years) for airport employees with knowledge; felony fines up to $1 million and potential life imprisonment for repeat offenses by pilots, airport owners, or officers

Requires the Department of Environmental Services to provide public information on health and property effects of atmospheric chemical releases, with no Freedom of Information Act exemptions for SAI-related documents
