Prohibits the intentional release of chemicals, compounds, substances, or energy frequency manipulation in South Carolina's atmosphere to affect temperature, weather, storm intensity, or sunlight (geoengineering/stratospheric aerosol injection)

Establishes felony penalties for intentional violations: up to 10 years imprisonment and minimum $500,000 fine per day of violation

Creates escalating criminal penalties for pilots and aviation company owners: first offense up to $250,000 and 5 years; second offense up to $500,000 and 10 years; third offense up to $1 million and possible life imprisonment

Authorizes private citizens to sue the federal government, airports, chemical vendors, pilots, and aviation companies facilitating prohibited activities, with nominal damages of $2,500-$5,000 plus attorney's fees without proving actual damages

Exempts publicly approved cloud seeding contracts and requires the Department of Environmental Services to publish information on health effects of atmospheric chemical releases
