Requires the Department of Environmental Services to promulgate regulations mandating all public water systems maintain a minimum disinfectant level of free or total chlorine of at least 0.1 parts per million throughout the distribution system

Applies to any water system providing residential water but exempts private water systems serving three or fewer residences or those used primarily for agricultural operations

Industrial users operating water systems exclusively for their own facilities may apply for a variance from the chlorine requirements if consistent with federal law

Department must submit an annual report on the state of public water systems to the Senate Medical Affairs Committee and House Medical, Military, Public and Municipal Affairs Committee by February 1st each year

Takes effect upon approval by the Governor
