Creates a 14-member study committee to examine public institutions and systems serving at-risk South Carolinians, including foster care, disability services, gender-based violence victim services, prisons, institutional care facilities, and adult protective services

Requires the committee to recommend reforms ensuring human rights protections for individuals in state care or custody, addressing issues such as foster parent recruitment, accessibility compliance, recidivism reduction, staffing ratios, and abuse prevention training

Establishes six specialized subcommittees with additional expert members to study each service area, including representatives from law enforcement, advocacy organizations, health departments, and relevant state agencies

Committee members serve without compensation; the Senate and House Judiciary committees provide staffing support

Initial progress report due to the General Assembly by January 1, 2027, with a final report containing findings and recommendations due by January 1, 2028, after which the committee dissolves
