Prohibits the manufacture, distribution, possession, mailing, transportation, delivery, and prescribing of abortion-inducing drugs (including mifepristone and misoprostol) in South Carolina, with exceptions for medical emergencies, ectopic pregnancies, and removing a deceased unborn child

Creates civil liability for anyone who manufactures, distributes, or provides abortion-inducing drugs, allowing private citizens to sue for wrongful death or personal injuries with a 30-year statute of limitations and minimum damages of $100,000 per violation through qui tam actions

Makes it a felony (up to 5 years imprisonment) to pay for or reimburse abortion costs for a South Carolina resident obtaining an abortion that would be illegal in the state, regardless of where the abortion occurs

Criminalizes providing money, resources, or services to abortion funds (up to 3 years imprisonment) and prohibits abortion funds from soliciting donations from or paying for abortions for South Carolina residents

Applies South Carolina law to abortions performed on state residents regardless of location, blocks enforcement of other states' "abortion shield laws," and allows counter-suits against anyone who brings legal action under such shield laws
