Prohibits the knowing advertising, offering, purchasing, selling, or transferring of human embryos created by in vitro fertilization for valuable consideration in South Carolina

Exempts reasonable costs associated with removal, storage, and transportation of human embryos from the definition of "valuable consideration"

Establishes felony penalties for violations: up to 15 years imprisonment for first offense, up to 30 years for second offense, and up to 45 years for third or subsequent offenses

Adds Article 17 (Human Embryos) to Chapter 43, Title 44 of the South Carolina Code of Laws

Takes effect upon approval by the Governor
