Establishes that after paternity is determined for a child of unmarried parents, parental responsibility, child support, parenting plans, and time-sharing schedules must be established through a court action

Allows a parent to request determination of parental responsibility, child support, and creation of a parenting plan after a child's birth in paternity proceedings

Grants an unmarried mother and a father who has established paternity status as joint natural guardians with equal rights and responsibilities

Provides that if paternity has not been established, the unmarried mother is the sole natural guardian with primary residential care and custody unless a court orders otherwise

Preserves the Department of Social Services' authority to establish child support through administrative orders
