Creates the criminal offense of "coercion to obtain an abortion" when a person uses coercion against a pregnant woman who has expressed her desire not to obtain an abortion

Standard penalty is a misdemeanor with a fine up to $5,000 and/or imprisonment up to one year

Enhanced penalty applies when the offender is the father (or putative father) aged 18+ and the pregnant woman is a minor under 18, increasing the maximum fine to $10,000 while maintaining the one-year maximum imprisonment

Defines "coercion" to include threats of physical harm or restraint, abuse of the legal system (including deportation threats), confiscating identity or immigration documents, and controlling access to controlled substances

"Financial harm" includes illegal interest rates, wage law violations, blackmail, and other adverse financial consequences
